China petrochems begin G20 summit-related shutdowns/output cuts

SINGAPORE (ICIS)–Petrochemical plants in eastern China have started either shutting down operations or cutting run rates ahead of the G20 summit in Hangzhou in early September, industry sources said on Wednesday.
This was in compliance with directives issued by the local governments of Jiangsu and Zhejiang provinces, as well as the municipal governments of Ningbo and Shanghai to ensure better air quality for the duration of the G20 meeting.
G20 leaders will convene on 4-5 September in Hangzhou City, the capital of Zhejiang province, to discuss a host of issues facing the global economy. This is the first time that China is hosting the event.
Among the plants that were completely shut were Shanghai Petrochemical’s 100,000 tonne/year methyl tertiary butyl ether unit; 230,000 tonne/year monoethylene glycol (MEG) unit; 200,000 tonne/year polypropylene unit; along with its 6m tonne/year crude distillation unit (CDU).
The plants have been off line since 12 August and will remain down up to 20 September. (Please see table below)
Other major CDUs affected includes Zhenhai Refining & Chemical Co’s (ZRCC) 23m tonnes/year unit in Ningbo, Zhejiang province, as well as Jinling Petrochemical’s 2m tonnes/year unit at Nanjing in Jiangsu province.
ZRCC’s CDU unit will operate its Ningbo CDU at 84% of capacity from the second half of this month to the first half of September, while Jinling will completely shut its CDU and paraxylene (PX) units in Nianjing for a month from late August.
Meanwhile, cracker operations in Shanghai, Nanjing and Yangzi have not been affected.
Shanghai Petrochemical’s 700,000 tonne/year cracker, Shanghai SECCO Petrochemical‘s 1.2m tonne/year unit and ZRCC’s 1m tonne/year unit are operating at around 95-100% capacity, according to industry sources.
